Yes, you can. My fiance was on unemployment part of the year and was able to claim both our children. Regardless of what your income was, you still supported the children so you can claim them.
If you supported a child under the age of 18 who was related to you for more than six months of the year you may claim them on your taxes. Even grandchildren can be claimed if their parents are also your dependents or waive their right to claim them.
