NOW, Right now would be a great time to refinance your loan. Interest rates are definitely leaning towards a buyers market.
Rate are certainly favorable, but it depends on several factors. How much is left on the existing loan, the current rate, closing costs on the new loan and whether or not you're talking about a refinancing to a 15 or 30 year loan.

I just refinanced my home mortgage today--4% for 15 years. Closing costs around $1,900. This is the lowest interest rate in 50 or so years.
