Is it true that if you win in a lottery in UK and this winnings needs to be sent to another country, you have to pay the VAT first before this can be remitted? How much is the percentage of the VAT?

VAT is 17.5%, but I don't think you are allowed to play the UK lottery if you are not in the UK, simply because it is tax free winnings.
