The constitution didn't say a president couldn't be charged nor did it say a president could. The rule law was created for every American even Donald Trump the president who has found a way evade the rule of law because is the president. This president has defiance the rule of law for two years, saying his administration is the most transparent in history. Trump has no idea what the constitution or the rule of law means.
