This design is based on the Aztec legend of the founding of Tenochtitlán (now Mexico City), where the gods told the Aztecs to build their city where they found a cactus where an eagle devours a snake. This image also symbolizes the triumph of good over evil, as for the Aztecs, the eagle symbolizes power, kindness and freedom, while the snake embodies darkness and evil.
