    What is the yardstick for measuring corruption in a country?

    There is a general notion that corruption level in Africa is dropping, at what standard is the level determined.

    I think the main yardstick with which to measure corruption in a country is to find out if the civil service is functioning,this because corruption can only be real and dangerous if it finds itself in the civil service,it is from here that it spreads to other areas of national life and generally affects every aspect of national life and even the poor people because it eventually brings about poverty and indispline.
