Coming from a beauty therapist I always used too advise my clients before and after hair removal to exfoliate their skin with either a luffer or something similar.
I wondered about this also - after waxing or tweezing, Should I use anti-bump shaving powder? (it's made for men with extremely curly hair).
When you are in the shower or bath, brush towards your heart using a cloth or loofah. Alternatively, before you get into the shower or bath you can also do 'dry brushing'.
Exfoliate the area twice a day where ingrown hair is visible. You can use olive oil and sugar as an exfoliant.

Does anyone use hair removal creams on their legs, rather than shaving or waxing? I can't shave any more because it makes me really itchy and I do get my legs waxed but you're supposed to leave it like 4-6 weeks between getting waxed I think, and it hasnt been that long, plus I can't really afford...
