You should never "get rid" of cuticles! They are there for a reason, which is to hold your nail on your finger. If you want them to be less noticeable, apply cuticle softener generously and push them back. You can basically use anything to push them back, as long as its not too sharp. A lot of people use those little tweezer things to pluck them off bit by bit, but its not good for them at all.
I agree with @TheLifeExperiment......you should never get rid of them. They are there for a reason. It is important to have healthy cuticles.
