Best bet is to get a pixel editor for your operating system.
Blow up the picture to about 200% and the noise will show up very clearly. Use your eye drop tool to select a block that is the same color as the background. Then use the pencil or erase tool to overwrite or get rid of the noise. This works well for me, hope it works equally as well for you. Best Regards ~ dgicre
If your using photoshop you can goto Filter>Noise>Despeckle and make your adjustments. You can also use Filter>Blur>Gaussian Blur and increase the blur just enough so the image is still in focus but has a softer look to it.
