1. Because traditionally manufacturing has been a source of high paying low skill jobs, useful for giving lower class people a middle class income.
2. Because when you have more manufacturing in your nation, you need to import less. This in general helps the balance of trade. The danger comes in when you start to tax and apply tariffs to protect domestic manufacturing and end up with retaliatory tariffs by other nations that hurt your exports and raises the cost of what you still import.
