Are people in senior level positions fearful of lower level employees who take initiative?
People who are confident of themselves and good managers like it when lower level employes take initiative. They often encourage and reward it. However, if the senior manager has been faking it or is unsure of their skills, they feel threatened and try to suppress the lower level employee. It's happened to me. They removed me and then tried to get me to teach them how to do what I do without my knowing - I assume so they wouldn't have to pay me more. (Or maybe so I wouldn't know I'd been right.) Didn't matter. As soon as I realized what they were doing I left.
This is most definitely an "it depends" answer. It all depends on the people in question. Senior people good at their jobs love those lower than them that take initiative while the ones that struggle begin to sweat it.

When I was in a senior position, I used to encourage lower level employees to take initiative, as long as it was within their area of knowledge and competence. This leads to more job satisfaction, and happy employees are more responsible and keen to have that additional autonomy.
I don't think so. The senior level has the leverage (so to say) over the lower level employee(s) who take initiative. They shouldn't be fearful if they work together as a team, because ultimately, it makes the senior level positions look good.
Oh yes, I know someone who works at British telecom, and they wet their pants at the prospect of insurgence from the ranks of workers.

I do think this is the case at times and is probably true because most people period, are out to undo someone else. Most people in the work place seem to view everyone else as compeition, not wanting their co-workers to get further than they do. Anyone is fair game and everyone is subject to being taken out...sadly.
Yes they are. This start at the job interview stage! Should the person or persons conducting the interview fear the applicants knowledge and abilities, they will turn the applicant down. I have seen this happen countless times over the years.
