Basically, you post a link to one of TPAY's (The Person Above You's) hubs and explain why it violates the TOS and should be taken down.
Note that I didn't specify which TOS; it certainly doesn't have to be HubPages'. It can be any TOS, real or imaginary.
For balancing purposes, since I have no one above me, I will blow the whistle on the hubber apart from myself who most recently posted in a Sandpit thread.
