Why do some food have the label: Not for sale in the United States?

After the earthquake in Chile, a friend and I wondered if the United States would help that country the way they did Haiti. My friend said that Chile is not a Third World country and the United States is not on good terms with that country. However, the President,according to my friend, did mention his willingness to help as needed. Then the information came up that there are food and goods not for sale in the USA and they bear such label.We guestimated they were inferior quality and not good enough for Americans. Can someone clear this up and provide the real reasons?
