It will go by pipe, or by truck/train. Pipe is probably better in terms of total pollution risk.
Obama did not approve the Keystone pipeline in January and has said recently that he does not approve of it. Canadian PM Mulroney says that Obama will, but I will not believe that until I hear Obama say it. Funny, if you Google Obama and pipeline you can get a yes and a no today. Romney is in favor of it (of course).

Hi my friend, hope all is well with you and the family.
This video is all over the map and is mostly false, but does have some truth to it. First, the Keystone pipeline was a co venture between Conoco-Phillips and Trans America. Upon Completion Conoco was to taKe over and go partners with Valero. Obama rejected the pipeline. On March 22 Obama endorsed the building of its southern half that begins in Cushing, Okla. The President said in Cushing OK on March 22, “Today, I’m directing my administration to cut through the red tape, break through the bureaucratic hurdles, and make this project a priority, to go ahead and get it done.”
The problem is since Obama rejected the pipeline, Conoco has backed out and is no longer involved, so Obama approved a deal that has no American ownership in it. Plus the new deal is not in th same route where property was already to be used. The new route is causing Eminent Domain issues and I am always against that.
The video made claims of hardly no jobs but they are not accurate. Along with the pipeline, there are to be 2 very large refinery's , construction jobs, permanent jobs at the refinery, hundreds of truckers will be needed.
America has many, many pipelines coursing in various directions but not all of them are visible. Cushing, Oklahoma is the center of the pipeline universe. It is the main switching station where by oil, gas, and other products can be moved from one market to another, one customer to another, and from source to the sea in both a safe and efficient manner. If it were not for pipelines, all these products would be moved by tanker trucks and there would be literally thousands more of them than you see today in order to do the job. The costs associated with that transportation would be higher and maybe not even feasible. Consequently, prices at the retail level would be higher for us as well. Pipelines perform an important service to the companies needing them and represent a benefit to the consumer. These tools are extremely valuable thus they are maintained at a very high level. Every hour that a pipeline is down, the costs associated with it are enormous. It is in the best interest of the provider to keep them safe and functioning in an environmentally friendly manner.
