I don't think the world is overpopulated at this moment in time, not from where I stand and, I wouldn't like to see any form of control. For the long term there are countries which might experience potential problems in a few centuries time if they don't plan ahead soon. In Europe the Netherlands with over 16m is high on the list! I recommend a visit to this Low Country if you want to have a glimpse of the future for humankind. They really know how to utilise space and are experimenting with houses that float and are sustainable and what have you.Dutch people tend to be very resourceful.
China imposed the limit of 1 child per couple in 1979 but have now relaxed that dictat to 2 children per couple IF one parent is an only child! China has 1.4 billion population but is not in danger of high density re its people.
India has a high density but should be wealthy enough to feed most of its people.
Right now the world seems to operate a panic when necessary regime whereby if say a country suffers a drought or disaster and is poor it takes a massive media scream to get political will sparked and resources sent etc etc. But don't forget that in between these major headlining events, aid and cash are constantly being sent by wealthier countries to poorer ones in an effort to help them rise up and conquer their ills. For example China is now a big player in Africa - it helps with things like water and food aid and medicine - but it also has big companies operating now alongside those from USA, UK and Europe of course. It's an ongoing process of help and, you could say, exploitation.
As for resources well, the world is now one huge grand mega capitalist paradise - yes China includes you too - and most resources tend to go to the wealthiest few who need them, or not, if you get my drift. Most of the western world has more than enough food - if we didn't throw half of it away on a daily basis - waste yuk! - and could if the political will was there reduce total wastage of energy by a third overnight through switching off electricity, turning off engines and motors etc etc etc and manufacturing goods without obsolescence built in - that actually lasted longer than 3 years!!!
In an ideal fairytale world a benevolent President of PLanet Earth would exist with power to wave a finger and send all military ships, planes and trucks laden with food to where it was needed nobody would be going hungry.
