Children come first I think. Beyond that, I believe they have a system of identifying what level of care each patient needs and focus on the most likely to survive in order to maximize the number of lives they can save. There's really no time to focus on things like age, gender, or race in such situations.
What always amazes me is that when disasters occur, there's always people who are completely unharmed and they are the real first responders. They usually slip away unidentified. Something to ponder.
