I think Teresa got it right.

When I see: "It will create thousands of well paying jobs." I think that the job is to dig wells or you will be paid in wells.

When I see: "It will create thousands of good paying jobs." I think that it will create some good jobs that pay a salary, but I don't know how much they will pay.
