there isnt a best cage but i do recommend the ones from wal mart as they seem to work well for my hamsters and my sisters hamsters who had pups about a week ago. i hope this helps!
Any type of cage will be fine. Just make sure that you don't use carefresh or any of the recycled beddings, as they can easily suffocate the babies. Use aspen bedding throughout the enclosure and remove all soft bedding, like the cotton and stuff pet stores sell as sleep bedding.
If you are really worried about it, you can use an aquarium. Just make sure to include proper equipment (wheel, bowls, water bottle, and hide)
