In all honesty, I have never heard the term, "baying." Sorry I couldn't help you :-(
Barking is the standard "woof! woof!" sound that most dogs make. Baying is more of a pitiful, drawn out sound, something like, "a-woooooooooo!"
I thought barking was a dog thing and baying was a wolf thing, like when they howl at the moon. Now I wonder since you asked that.
