You might want to contact your local shelter and ask them.
Feral cats can carry disease, so be careful.
Some areas have programs that try to trap feral cats and spay or neuter them. It may depend on where you live
Is the cat letting you come near or pet it? If so, you have a better chance of taming it. Also, if it is a kitten, it can be tamed. If it's an adult cat, not letting you come near, you have a 1% chance of ever taming it. Like Rochelle said, there are programs for trap-neuter-return. The main information source for T-N-R programs is Alley Cat Allies. I have also written a hub on ferals which might be of help to you, if this is your first experience being around feral cats.
