If the hydraulic cylinders aren't leaking bad and the rest of the cylinders work normally, then this sounds more like a control valve problem. Either the valves aren't opening enough to allow the fluid to pressurize the cylinder, or the linkage is out of whack.
I would suspect the control valves are the problem if none of the hoses or line are restricted. I'm not familiar with the line routing of your Case, but it wouldn't seem as if they would both be restricted at the same time unless they were both fed fluid from a single valve.
You may be able to swap a hydraulic line from a working control valve and see if the arms raise then. If so, the control valves are at fault. Hope this helps!
