Most likely it's because there have been enough people who "cave in" to their demands when they yell or make attempts to intimidate. In other words it works for them.
People (change) only when (they're unhappy) with the results they are getting. Unfortunately there are a lot of people who will give people who yell anything they demand to move them along.
Some people are unaware, others have no manners or consideration for the time or place in which they are acting so rudely. Still others seem to feel that shouting "proves" something is "strong" about them when in reality it usually outs them as fearful and out of control people.
I have observed people doing this and been on the receiving end without cause or provocation. They either do not know or simply do not care how they act or present themselves.
I think it is a power thrusting tool. Bad tool because they don't realize that when the yelling begins, the listening stops.

Why do car commercials shout?I know that others (like the Oxi-Clean guy) occasionally do to, but I am not buying a car and I am not the least bit interested in them.
