    Why won't my car start?

When I went to jump start my car with a charger that I plug into a wall the circuit breaker blew and now my car just makes a clicking noise

A half dead battery hasn't enough juice to roll the ignition over, so it just clicks. Keep charging it or try another battery. It could be your charger has a problem if it trips the breaker. I've had this problem a few times.

We've done all of that. We've even put a new battery in, loosened up the starter and it is still just making a fast clicking noise and now it's arching, whatever that means, and the windshield wipers are going haywire and they aren't even on.

You might have better luck with the type of charger that provides a low level (trickle) charge when left connected to the battery for several hours. This type of charger exerts far less strain on your battery — and on your source of electricity.
