What is the difference between "Broad", "Phrase" and "Exact" matches in Google?
It would take going into a lot of detail for me to explain it to you, but here's the link to Google's help section that will explain it to you far better than I can.

Here is an example - "dog training dvd"
Broad = ANY search which includes those three words in ANY order (weight TRAINING, Matrix DVD, DOG The Bounty Hunter, etc.)
Phrase = will show up in any search with those three words in that order (I want a DOG TRAINING DVD, sell DOG TRAINING DVD for profit, etc.)
Exact = will show up in ANY search which includes those three word in that order and those three words ONLY (dog traing dvd).
Exactly what you said is correct;
for eg: if you take "blue widgets are good"
Broad: Blue sky,different widgets,good girls, all are one and soo on.
any of the words can exist with different combination's
Phrase: The blue widgets are good, blue widgets are good at sale.. like this the word are formed in a manner
Exact match: only it shows up the results with the words that we search in the search box. blue widgets are good
