For "shared web hosting" (which is the most economical level), I like BlueHost and Hostmonster. They have 24x7 phone support (US based) and their support is excellent.
For VPS, I would consider Hostgator (although I have not tried them).
JustHost is an economical shared site I've been using for a couple of years.

If you factor in price and service at the same time, I think its GoDaddy.

Although GoDaddy is not user friendly, its cheap and reliable.
I use Host gator and I like them a lot, they are cheap, and user friendly however I suggest that you check one of the hosting reviews companies and read about few of them then decide, here is one of my favorite sites that I like to get my answers from http://easywebhostingreviews.com/, they have reviews to about 30 top hosting companies.
I have used http://www.xnynz.com/ for my dedicated hosting. This web host provides me dedicated hosting at very low and affordable cost. This server is always with uptime. I also get decent space limit and bandwidth. Above all i get 24/7 customer support from them.
