Before you even bother you need to have something worth reading, you need to provide value, you need content that makes other people want to tell their friends and associates about it. The World doesn't need more websites, it needs better websites.

Traffic for the sake of traffic is meaningless.

Once you have the killer content you can share it socially.  If it truly is as good as YOU think it is the traffic will come on it's own.  If it's not you'll know by the number of visitors.

So focus on the Killer Content then share it... it's pretty easy actually.  Ever hear of FaceBook?  If you content is good that's enough to get you started.

Honestly what I did was just mass post (not spam), for example post 2 articles today, post 2 tomorrow, one the next day.. I would have short bursts of doing that and then after I have a few pages of posts, I slowed way down but kept the traffic.

Make sure you submit a sitemap to Google and Bing (Bing and Yahoo will both crawl your site through Bing Webmaster Tools)

Submit your sites to other relevant sites, for me it was tutorial sites and now that amounts for almost half of my traffic on somedays. You can also comment on other blogs although through all of the comments I have made so far I get about 5-10 visitors through this method (Counterize tells me the referrer).

Keywords, use the Google Keyword Tool to find easy keywords to rank your site on Google with.

Finally after you have content already on your website, I would buy backlinks, bookmarks, etc. (Im not an annoying SEO sales rep or something trying to get a quick sale, I am not advertising to you nor do I sell or promote any SEO products.) This should also get you more traffic as your posts will rank better.
