Knowing how to prioritize and how to address situations thusly. Of course you'll also need to know how to deal with different kinds of people and their sometimes vastly different personalities. Personally I would hate being a manager of any sort. I liken it to babysitting and I'm just not a people person. Can it be taught? Ehhhhh, maybe, but I think good managers just have the personality for it to begin with. Learning the technical skills comes later but you have to have a base for those things to start with.
