" every week he has a job lined up then every week he says they cancelled the job," Find a new job!
    (What are you waiting for?)
If you can't find a full-time job sign up with a couple of temp agencies. It makes no sense to "wait around" when (you) have rent and bills to pay. Your landlord and creditors hate excuses.

So I dont have any legal action I can take on this situation, even though he's telling me to come in and that he has work for me?, and in trying to find work its just hard for me due to my situation of being a convicted felon

No, you cannot take any kind of legal action against him. It can be done if:
    1. That person/Company has made any offer, over email or hard copy, clearly stated position, joining date and remuneration.
    2. Asked any kind of money for offering job to you, again, that, must be through an email or in written.

The best way will be, drop that company, just making you fool or has some internal problems and not able to take the decision to take you as an employee. So start focusing on some other opportunities. If you have skills which are required and right compensation  expectation, then surely you will get a better job.

    Good Luck.
