Is it OK to leave a link to one of your Hubs in the comments section of another persons Hub?

Is it OK to leave comments on other Hubs with a link to your Hub if you think that your Hub is related?

I don't believe so.  You're not supposed to promote your own work on other people's sites, even if they say you can.  Hub Pages frowns on this.  The same is true for putting a link on the Hub Pages main page.

I noticed after asking this question that there is a message under the comments section that states:
No HTML is allowed in comments, but URLs will be hyperlinked. Comments are not for promoting your Hubs or other sites.
I wonder now what URLs are ok?

I appreciate you guys taking the time to answer my question.  I am new here and I was wondering how I could go about proactively promoting my hub.  Since I don't have a lot followers yet.  I also don't want to break the rules so I decided to ask here

In certain instances I would say posting a link would be okay. Here's an example of a bad way to link:

"Great hub, voted up! Check out my hubs at link.com"

And here is an example of a good way to link:

"I really liked your hub about pesticides that are unsafe for home gardening. It's important information for anyone who wants to start their own crops. I wrote a similar hub about dangerous pesticides at link.com if anyone is looking for a second resource."

Make sure the subjects match up and leave a thoughtful comment on the hub to show that you aren't just spamming and you do actually care about it. Good links can help guide people on a particular subject. Bad links are just fishing for clicks. Hope that helps.

Hello M. T. Dremer, this is why I was unsure and decided to ask the question.  I seem to see conflicting information on this issue.   Thank you for taking the time to help out and answer my question.

Many Hubbers would still deny that comment.  You're still not saying anything meaningful - you're just mouthing platitudes to get the link.

M T Dremer, you are saying exactly the same thing with both examples, one of them is just a bit more long winded.
OP, I wouldn't do it and when people do it to my hubs I don't approve their comment.

It's considered bad manners to post links to your own Hubs in comments.  Most Hubbers will deny the comment if you include a link, unless the Hub you're linking to is adding some value (e.g. explaining a point you've mentioned in your comment).
