I see you have two comments in your first Hub "Antarctic-romantic". Hence, it is no setting problem. If was so then the text box for writing comment wouldn't have come on your Hubs at all.
You need to optimize your your Hub so that it comes up more in search result. This will make sure that more people read your Hub and hence more comments.

How to disable moderating comments?
Currently all comments I receive on my hubs are set to be approved or denied before being published. I cannot find where I can disable it (or enable it later, if I want to).
