Can we, using our tracking code, refer a family member to HubPages, so that we earn a percentage on their pages or is this a violation of HubPages TOS?
You can definitely refer relatives. There aren't any restrictions on who or how many people you can refer with your tracking code.
This is definitely good news. Several of my relatives have signed up to write under one of my referral trackers. At some future point, maybe they will get going strong.
I have run into the multiple accounts thing with Adsense when the hubby tried to sign up. One per household, it seems.
Unless you have an extremely skilled writer for a relative who also happens to be a web marketer, don't expect to see anything beyond a few pennies for referrals.
Also note, AdSense has rules about multiple accounts in one household and/or family and those change from country to country, and that has tripped people up in the past trying this same strategy.
They would have to be really mean to count that as a violation. Family or not, your are introducing a new member who will generate more revenue for Hub Pages.

I understand that you can use multiple accounts for google adsense, but when I make a new account, is there a way I can use my same email address? Would I just have to use a separate email for my new hub account, and use the same Google Adsense code?

There are three people in my house who use Hubpages -- three independent people. Two of us have multiple accounts (though I have the most). How is authorship determined? Is it by IP address or by Paypal address? I'm asking because of the contest that's currently going on. I don't think my most...
