In this situation I can't publish my hub. But How can I publish my hub from my website http://telekotha.blogspot.com/
You need to first delete the content from your site before you move it to Hubpages. Otherwise you'll get in trouble for duplicate content. You can't automatically move it over. You'll need to copy and paste it and then delete it from your site.
