I have already searched and deleted my second story from other sites. It has been more than seven hours. My story still won't get published.
No, it won't if it has been published elsewhere. Removing it won't make any difference for a long time.
The best thing to do is to completely rewrite it.
You cannot publish content here that is published on the web.

I've done that and it took as little as 24 hours to clear. I would wait a few days and try again.
