Is it possible to transfer hubs to another account or user? If so, how do we do it?
No, it's not possible. You have to unpublish, leave it for at least a week, then copy and paste into new hub under new user name.
Before any of that, save a copy of your hub by right clicking on the link on your account page and (in my browser) click on Save Linked Content (your browser may have a different term for it). Make sure you have a folder already set up on your computer.

If I created a new user name in hubpages could I transfer some of my existing hubs into the new account or would they be tagged for duplicate content?

Since I finished the apprenticeship, and after umpteen updates and changes made on HP, my traffic has never picked up. I can't remember the last time I saw any more than 40 views a day. My average at the moment is more like 30. The articles I worked long and hard to produce, sit there doing nothing...

Have any of you found detestable ads on your hubs? It is a "game" with girls in bras...how distasteful I want it off my hub...do you know if we have a say in this? It has nothing to do with my poem and is disgusting to me.
