Have you had the opportunity to work through your issue about uploading your .txt file to the base directory of you domain? I have the exact same issue and do not understand Kadmiels answer. Have you found any clearer information?

Text file is easy to made. Open your notepad , place ebay code as per their instructions save it as robot text file or ( follow instructions given by ebay) If you have website hosted , upload to your root directory- public html and that's it, they can verified you do have website. If you do not have website then follow instruction on the hub pages for ebay.
If you are new to ebay affiliate network contact them and make sure you told them you do have hub pages and they will work with you to approve you.
Sorry, still don't understand how to upload to root directory. Where is my root directory ( I have a blog at blogger.com).I have download filezilla and key in the following:
Host: hubpages.com
user: peachpurple
pw:******
Port:blank
message:could not
I know this is a late answer, but thought it may help some other's seeking the same information. I just had to do this myself, and it was very easy.
On your computer open 'Notepad'
Copy and paste your unique identifier from eBay.
Save the file as 'epndomain.txt' (without the quotes)
FTP the file up to your site and place in the same folder as 'wp-config.php'.
or
Log into your cPanel. On the right side of the screen will be a list of files.
You should see 'wp-config.php' as one of the files. If you don't... select the 'public_html' folder on the left.
Select 'Upload' from the row of icons at the top.
Click on Browse. This will list files on your computer.
Find the file 'epndomain.txt' you just created on your computer.
Select it and it will upload.
When upload completes... Select option 'Back to /public_html'.
You should see the file 'epndomain.txt' has been uploaded.
You are done.
Repeat above for each of your sites.
