I'm trying to add ebay partners to my blog pages on Blogger and Tumblr. How do I get to the base directory?
Upload the file to the base directory of each of your domains that you would like to register.
Example: If your website is www.ebay.com, your file would be located in http://www.ebay.com/epndomain.txt.
In simple terms you can't!
You can only do it on sites you own or at least can change the HTML, I think that's correct. I am sure more experienced hubbers will explain it better but that's about the size of it.
You can't because you don't have access to the server of Blogger and Tumblr. You can only do this if you actually own the domain and when you can modify the files on the web server.
