What is the difference between HubPages and Yahoo Questions/Answers?

question as I don't seem to understand how this site works.
Hub Q&A is from Hub pages and the questions are not dumb ones that could be answered with one word
The HubPages Answers section was originally founded to be a place where users make requests for Hubs to be created on specific topics. Sadly, it seems to be degenerating into an unintelligent free-for-all.
Yahoo Answers was created to just be an "anything goes" Q&A, and they actually do some productive things like limit how many questions new users can ask, and have a fairly proactive system of moderation.

This is always a mystery for me. Why does HubPages offer both a Question and a Forum when the two are interchageable for the most part? The Question also have a limitation of 250 char. For followup responses, not enough...
