No, you can follow anyone you want and quit following them anytime you want also. If you like what they write then follow them if you want to.
You need not follow for the sake of following, check the profile and if you like it and like the hubber's interests you could always follow the person. You can also unfollow as that option is there.
Its a matter of personal choice.

My feed is full of "shares" by a Hubber. HP recommends we do not share our own Hubs too frequently, why can't that apply to multiple sharings by the same Hubber for other Hubs. I don't think they...
