No. It clearly states in the FAQ that hubs must be written in English. However, that's at present, but may expand into other languages further down the line.
Google won't mind other language hubs. Google adsense can be combined with content in almost any language.
However hubpages decided to make a one language site: English. They probably decided that for reasons of spam management.
So Nick is right: you can't because it's against the hubpages TOS.
