Is there a way to put non-hubbers on a list so that whenever I publish a hub they will be...
notified? Associated Content has this and it's a great feature.
Good question, but I don't think that's a feature here. if so, that's news to me!
The only thing I can think of is perhaps to build your own mailing list or something. I'm doing this on my paid focus group hub, but I don't know if this is what you want to do.
Also if your visitors subscribes to your RSS feed, then they will see when you have new content published. (Your RSS link can be found in your profile). You can tell visitors to go there and subscribe to your feed - or you can take your RSS link and add it to your hub and tell them to subscribe from there. Hope this helps!
Ya i think that can be done through RSS feeds that can be one possible way.
another possible way could be he could follow your profile from some social networking site like facebook or tweeter.

I do not think about the time for posting my hub. I just publish my hub when I have completed that properly.

I was experiencing problems connecting with Hubpages both last night and this morning. Hubpages was "down for maintenance" was the notice I saw. However, this happening at the same time I was trying to publish a new hub - so the sharing of my hub did not happen. So when...
