It usually appears when you press the publish button.
However, if it is copied content or violates other terms of service, it can disappear quickly.
As I know, we can publish the contents instantly. Normally it does not take time to publish.
Have you had a problem with a hub? If the article is made up of content that has already been published on another site then it will be rejected and you should receive an email (automated) from hubpages explaining about it. Yeah, I had this happen to me when I first got started. I cant recall the exact % but it doesnt have to be entirely duplicated just a certain portion.

I've always had Hubs publish instantly but as others have pointed out, pay attention to originality or it may receive the gong.
It didn't take time , it gets published immediately after clicking on publish.
