The first thing you have to do is write a hub or two on the Hub Pages.
Reckon after having written, a few hubs, you can ask for ... and fill in, a Proforma, requesting a specific "sub-domain name" be allotted to you.
Once you have been allotted, your sub-domain address, which could read something like
xyz dot hubpages dot com
After that, all you have to do is Sign in on the Internet and Enter your Sub domain address ... your Hub Pages Account will Open automatically.
It has worked for me, my sub domain is :
just take your username and add a .hubpages.com after it.
Note: You will have to opt into it via your account panel in case it isn't already done for you automatically.
I'm a new hubber here, and when I tried your trick, it only took me to my account settings. Does this only apply to actually published (accepted) hubs? If so, that may be why I can't do this trick. On my page, all I see is an Edit Profile button, but nothing to "Configure" hub wise. PS, (I'm also own a mobile device (iPad) in case it counts).
