Can I publish the same hub on my other account on Hubpages?
No, you cannot do that.
One thing Google Panda update was aimed at was slapping the duplicate contents - on site or off site. If you do this, you will find one of the hubs removed from search engine index.
You cannot earn money from the same article published elsewhere as well. Google might ban your AdSense account.

So, I have finally finished my goal of writing 100 hubs but I have not published them yet as I'm practically frightened of what HP will do with them. I feel like I have been "flagged" meaning I just imagine the HP team seeing my new hub and going "oh that trouble maker again.. go on...

Well, I downloaded it, it seems a whole lot faster, but not i cannot edit the capsules at all. It will not update the photographs or allow me to edit the text in paragraph form....if i save it, it goes to preformatted text, so now i have to go back to IE i guess. I have been here all...

I have done two hubs but every time i try to publish them i get the same Email saying "it did not pass the Quality Assessment Process. improve the Hub so that it meets our quality standards. To graduate from Boot Camp, you must publish at least five Featured Hubs."i wrote those hubs...
