Is it possible to subscribe to hubpages ad program if one has not subscribed to google adsense?
No, you have to be a part of the AdSense program to qualify for the HubPages ad program. This is because the HubPages Ad program uses some AdSense ads in its monetization scheme. Those using the HubPages Ad program are thus bound to AdSense TOS. Because of this, those using HubPages Ads must be a part of AdSense.
