Would it negatively impact our own hubs' Google rank if we link a lot to other hubbers' hubs?
It will increase your score if you link high ranking articles.
I would imagine that if you link to lower ranking articles, it is possible that you would be thought of as one of them, thus getting a lower ranking.
Too many links vs other kinds of text can negatively impact our google rank.
it would have to be WAY too many of course.... you wouldn't want your hubs to be ugly with too many links anyways.
your overall traffic (and theirs) would increase, unless you almost purposely tried to lower your google rank with too many links...
I think if you link a few hubs it can be healthy and make you more successful on hub pages and in google rankings.
If you over do it of course it is going to affect you negativity.
Google bots will avoid your website all together at a point, where they consider you to be a spammer.

Will updating your Hub change its ranking on Google. For instance, One of my Hubs ranks 3rd, but if I add more links, information, or pictures, is there a chance that Google will change my ranking negatively?
