There is no such way. In my experience they automatically approve accounts. Specially north american ones. Then they review the approved accounts within a time interval. This is on anecdotal evidence.
Anyway if you have a good basic web site which clearly shows that it is for information sharing purpose, you should get the approval.
I previously thought it is hard to get an adsense account. Now i realize adsense is not the hard part when it comes to earning online. Adsense just makes your online life easy. Hardest part is having a good web site with hits.
Write quality hubs. I'm not sure exactly how many, but you are not missing out on much money with just a few hubs anyway. Just concentrate on producing content, and promoting your blog. When you get 5-10 good posts then you will probably get approved.

Hi Hubbers, I checked my account yesterday on August 20, 2016 and to my surprise the Google Adsense has approved my application. It is hardly even two months, when I signed up.
