Only people signed up for the HubPages site are going to be able to "follow" you and your Hubs.
You need to have a HubPages account in order to "follow" any hubs. They could however save it in there bookmarks, but this would not show up as a "follow" in your HubPages account.
There would be no point in following a single Hub. A Hub is a magazine-style article: once you've written and published it, you won't update it unless something changes.
If a non-Hubber wants to follow YOU, so they know when you've published a new Hub, they can sign up to your RSS feed.
One way is to go to your search engine, then type "hubpages" followed by the user name of the hubber you're looking for. For example, I just Googled, hubpages ttagpine. It gave me 285 results. The first result was ttagpine on Hubpages, & my profile page, followed by several of my hubs.
After you go to your hubber's profile page, save it to your favorites, or bookmark it.
