Firstly, read other people hubs and leave comments. They will read your hubs too. Secondly, answer some questions, will help to improve your page views. Thirdly, submit a link to backlinks such as DIGG, DELICIOUS, stumble upon. Hope these will help
You can also use forums and social network to promote your hubs.
Share with friends on facebook , this works well as long as you share other things as well , use stumble upon , Do some hub hopping & leave comments, join us in the forum Reccommend Another hubbers hub that is there etc , Have fun !
