What is one of the most powerful SEO strategies after Penguin (besides incredible content)?
I don't know but I will be following the answer with interest!
You must get backlinks from the same niche . And links must not be in large numbers .
If you get backlinks from another niche or unrelated site , then ask that site owner to remove your links ,,, If you do this , you will rank higher in SERPs than that you do at present for sure .

In my experience, backlinks still work. Only thing is that you got to be careful as to where you are getting them from. Article marketing still works for me.

Their best advice is to STOP making links. Links are made voluntarily, and the more related, the better the links are!
Focus on making your web pages attractive and useful, not on getting links.
Write for your readers first, not for Google!
