What is HubPages policy about creating an Index hubs?

I have a couple popular Hub series going and wanted to create an index hub that would have links to the different articles in a series.  That way people can find all the grouped hubs easily, rather than having to scroll through the unorganized profile page or the “previous” and “next” hub tool at the bottom.  Is this allowed.  Because it would be a lot of internal HubPage links but not a lot of content.  I know they used to allow it, but with the new standards I am unsure.

It is allowed but not recommended. Your domain may be penalized (by the big G) for manufactured links. This is the reason HP has suggested not linking so many hubs using the link builder in the hub tool. There was a time when hubbers could list a lot of hubs using that tool. It was highly overused and the hubs would look quite spammy as half of the content would be links back to their other hubs.

Plus, due to the new changes and the QAP program, your hub may not pass through as quality.

Did you know that readers can filter your hubs by categories on your profile page? So if you have a hub series they will be able to find them through that filter. Plus, you have the option of highlighting them on your featured carousel on your profile page.

The best way to do it is to provide new content on the index hub. For example, if you're indexing recipes, provide a new description to go along with each link so that it's not just a long list of urls. Hubpages wants original quality content. So, as long as you make the index hub original and high quality, there is no reason why it should penalize you. Having a thoughtful intro helps as well because it can explain what you're linking to and why you're doing it.  Basically, the more new stuff you write, the better the hub will be.
